Does arife count as a workday?

Business decision. Default yes (half-day = work). If your SLA treats afternoon as closed, uncheck the box; the result may shift by a day.

Are religious feast dates final?

Future years are estimates until Diyanet announces (confirmed:false). After announcement they become confirmed:true. Uncertainty is explicit instead of a silent wrong date.
