Does this resolve the district?
No. Only the province (plate) from the first two digits. District / neighbourhood needs the full PTT directory and is out of scope. For an address line use /tr-dogrulama.
What about 00xxx or 99xxx?
If the shape is 5 digits, valid may be true; outside 01–81, province is null with confidence none. No invented province name.
